Institutions or resources and capabilities? Explaining engagement in European sectoral social dialogue

In this article the authors analyse social partner engagement in European sectoral dialogue, testing two prominent theories to disentangle sector and country dynamics: institutional resources capabilities theories. While theory accounted for certain preferences, capability proved stronger predicting participation provided insight into regulatory preferences. The conclude that better explains their case, associating it with weaknesses of transnational governance. Specifically, limited incentives mean partners fewer forego participation, entailing pre-eminence greater hindering outcomes reflecting national influences.
